This scientific article provides a comprehensive analysis of the role and significance of the legal profession in strengthening the rule of law and developing civil society, as well as the theoretical, legal, and practical aspects of the Pro Bono Publico institution as a manifestation of lawyers’ social responsibility. The study evaluates the Pro Bono institution as an independent socio-legal mechanism distinct from the state-guaranteed legal aid system. Within the framework of scholarly debate, the author substantiates that the concept of Pro Bono should not be limited solely to free legal assistance but should also include preferential and reduced-fee legal services provided outside the state legal aid system. In particular, the provision of legal services on preferential terms to certain business entities, startups, social enterprises, and self-employed individuals is considered an integral part of Pro Bono activities. The article comparatively analyzes the experience of the United States, the United Kingdom, Canada, Australia, Germany, and other countries, identifying institutional and terminological gaps in the legislation of the Republic of Uzbekistan. Furthermore, practical recommendations are developed regarding the introduction of the “Pro Bono Uzbekistan” digital platform, tax incentives, professional encouragement of lawyers, and the development of legal clinics.
