In the context of the digitalization of public administration, ensuring the legal protection of open and personal data has become particularly significant. This article provides a comprehensive analysis of the legal mechanisms regulating the processing, storage, and dissemination of data within the e-governance system. It examines international data protection standards as well as the national legislation of the Republic of Uzbekistan, including regulations governing the use of open data and personal information. Particular attention is given to the balance between the principles of transparency in government activities and the need to uphold the right to privacy. The article analyzes the institutional and legal reforms being carried out in Uzbekistan in the digitalization of public administration and data protection. Based on a comparative legal analysis, key problems in law enforcement practices are identified, and recommendations for improving legislation are proposed, including strengthening control mechanisms and liability for violations in the field of data processing.
