This scientific article provides a comprehensive analysis of the theoretical, legal, and institutional foundations for organizing and improving the civil service system on the basis of modern standards. Particular attention is paid to enhancing the efficiency of public administration, ensuring transparency and accountability, developing human capital, and implementing meritocracy principles in the civil service system. The study also examines digital transformation processes, including the implementation of e-government and the role of information and communication technologies in improving public service delivery. Based on international experience, advanced models from developed countries are analyzed, and their applicability to national conditions is critically assessed. Furthermore, the article identifies key challenges and underlying factors affecting the development of the civil service system in the Republic of Uzbekistan. It proposes well-grounded recommendations aimed at modernizing the system, increasing administrative efficiency, and reducing corruption risks. The findings of the study have both theoretical and practical significance for the sustainable development of public administration systems.
