Private International Law and Sustainable Urbanization: Agglomerations, the “Liveability Index,” Land Regimes, and Investment Protection

Annotatsiya

The article analyzes the norms of private international law as applied to the processes of sustainable urbanization. Drawing on a comparative legal method, four interrelated aspects are examined: legal mechanisms for managing urban agglomerations, the role of international liveability indices as benchmarks for legal policy, land tenure regimes with respect to foreign investors, and the system of protection of foreign investments in urban development projects. A comparative analysis of the approaches of the Republic of Uzbekistan and the European Union is conducted. It is demonstrated that Uzbekistan is actively reforming its legal framework for urbanization: specialized state bodies have been established, and strategic legislative acts have been adopted, including Presidential Decree No. PD-1 “On Measures for the Sustainable Development of the Housing Market and Mortgage Lending in the Republic of Uzbekistan.” The study identifies the need to align national regulation with international standards and to strike a balance between the rights of investors and the public interests of sustainable urban development.
