This article reveals the essence of modern legal understanding in the context of building a democratic rule-of-law state and modernizing the country. It is defined as a scientific category that reflects the process and result of a person’s purposeful mental activity, including knowledge of law, its perception (evaluation), and attitudes toward it as an integral social phenomenon.
