This scientific article provides a comprehensive analysis of transparency and openness in the decision-making process of local executive authorities, particularly governors. In modern democratic societies, the effectiveness of public administration is directly related to the transparency of decisions, the protection of citizens’ right to information, and the existence of public oversight. The study examines the legal foundations, current normative legal documents, and the role of digital technologies in ensuring transparency at the stages of preparing, discussing, and publishing governors’ decisions. Furthermore, the article highlights opportunities to expand citizen participation in the decision-making process through public discussions, open data portals, and e-government systems. The study offers scientific conclusions and practical recommendations aimed at reducing corruption risks, increasing public trust in government bodies, and improving the efficiency of governance through enhanced transparency and openness.
