This fundamental research paper is dedicated to an in-depth analysis of the essence, implementation mechanisms, and strategic importance of the Resolution of the President of the Republic of Uzbekistan No. PP-383 dated December 18, 2025, “On Measures to Establish a System of Providing Comprehensive Social and Rehabilitation Services to Vulnerable Segments of the Population in the Regions.” The article comprehensively examines the institutional transformation of “Inson” social service centers, the transition of rehabilitation services for persons with disabilities and children in difficult life situations from a medical model to a social model, as well as issues of digitalization and staffing with qualified personnel. During the research, normative legal acts, statistical data, and reports from international organizations (UNICEF, World Bank, UNDP) were comparatively analyzed, and the role of these reforms in realizing the constitutional principle of the “Social State” in Uzbekistan was scientifically substantiated. Innovative approaches such as the introduction of case management technologies, the socio-economic efficiency of deinstitutionalization processes, and the voucher system for the provision of technical rehabilitation aids are discussed within the academic discourse.
