This article is devoted to a comprehensive analysis of institutional reforms and public policy aimed at popularizing cashless payments and reducing the shadow economy within the framework of the Decree of the President of the Republic of Uzbekistan No. UP-246 dated December 10, 2025. The research methodology encompasses theoretical approaches to evaluating the shadow economy (MIMIC and currency demand models), comparative legal analysis, and statistical data examination. The article investigates the negative macroeconomic consequences of the shadow economy, specifically analyzing stringent mechanisms for implementing cashless transactions in large deals (exceeding 25 mln UZS), real estate and automobile trading, as well as in the logistics sector. Furthermore, a comparative study of successful international paradigms is conducted, such as the tax deduction system in South Korea (TIETP)[, Sweden’s cashless society model, and Greece’s POS integration and digital tax administration.Based on the findings, scientific and practical conclusions are developed to achieve strategic goals by 2030 through the introduction of a unified QR code, the reduction of illicit transactions, and the development of a digital financial environment in Uzbekistan.
