The article examines the historical formation and contemporary transformation of the mahalla institution in Uzbekistan as a unique form of local self-government. It traces the evolution of the mahalla from a traditional community structure to a modern social institution integrated into the system of state social policy. Particular attention is paid to legal and regulatory reforms aimed at expanding the powers of citizens’ self-governance bodies, as well as to the introduction of new mechanisms of social support, including the activities of professional social workers and the “mahalla seven” model. It is shown that, under conditions of societal modernization, the mahalla is acquiring the functions of a comprehensive social service that provides targeted assistance and strengthens social stability. The study concludes that the mahalla plays a key role in shaping an inclusive system of social protection and in the development of civil society in Uzbekistan.
