This article analyzes the interrelationship between working conditions, legal guarantees, and the effectiveness of civil servants' activities. The author draws upon foreign experiences and elucidates the practical situation in Uzbekistan through comparative analysis. The creation of necessary conditions for civil servants to function effectively and the strengthening of the human factor are highlighted as key elements in public administration reforms.
