This article provides a scientific examination of the concept and essence of administrative penalties. It elucidates the place, distinctive characteristics, and objectives of administrative sanctions within the penal system, based on the scholarly perspectives of legal experts and an analysis of current legislative norms. Drawing from this research, the author has developed an original definition of administrative penalties and proposes relevant amendments and additions to the existing legislation.
