This article examines the development of party–state governance in the Uzbek SSR during the period 1945–1956 and analyzes the mechanisms of political control exercised by the Soviet central authorities over the republic. The rapid postwar expansion of party membership led to an increase in politically unprepared cadres, strengthened bureaucratic inertia, and intensified competition within the elite. Real political power was concentrated in the hands of the Party Bureau, while the Council of Ministers functioned largely as a formal administrative body. Although Moscow incorporated local elites into leadership structures, it continued to control strategically important positions through representatives of the Russian and Slavic nomenklatura. The expansion of administrative institutions reduced the effectiveness of processing citizens’ petitions and reinforced bureaucratic barriers. Soviet and local representative bodies operated primarily as instruments for implementing party policies, resulting in a largely formal system of parliamentarism in the republic.
