This article describes the theoretical and practical significance and novelty of the institution of introducing guarantee funds in order to ensure the primacy of law in the execution of judicial documents and other agency documents, as well as the rights of the parties, in order not to limit the opportunities for debtors who are in dispute over an enforcement document in court and who have the ability to pay their debt obligations to continue their activities, studies international advanced foreign experiences, and makes proposals for legislation.
