The article provides a systematic analysis of practical issues of subject-matter jurisdiction in Uzbekistan’s administrative proceedings. In particular, it argues that there is no uniform court practice regarding judicial review of acts of the Cabinet of Ministers; disputes over “extracts from the state register” concerning rights to immovable property should be resolved not by directly invalidating such extracts in administrative proceedings, but through civil claims targeting the underlying title itself. It is emphasized that changing a land parcel’s category within the land fund must not be effected by court judgments but only by acts of the competent executive authorities. The paper also examines procedural demarcation problems between administrative and civil routes when correcting entries in civil status records (registry office) and proposes measures to remedy these issues.
