This article is devoted to the study of theoretical and practical aspects of the procedure for considering citizens’ appeals. The research analyzes the constitutional and international legal foundations of the appeals institution, the procedures established by national legislation, and their application in practice. Existing problems in the appeals handling system are identified, and measures to address them are proposed. In particular, recommendations are made on the introduction of digital technologies, improvement of response quality, ensuring equality between regions, and strengthening transparency mechanisms.
