The article explores the analysis of Turkiye’s cultural and humanitarian policy in the region encompassed by the concept of “Great Turan”. The ideological foundations of this concept, its establishment in Turkiye’s modern foreign policy strategy, and the key mechanisms for implementing its humanitarian significance are analyzed. Special attention is paid to the tools of “soft power” - exchange programs (education), cultural initiatives, the activities of non-governmental and state institutions, such as the Türk İşbirliği ve Koordinasyon Ajansı Başkanlığı (Turkish Agency for Cooperation and Coordination), the Turkic Culture and Heritage Foundation, the Yunus Emre Enstitüsü (Yunus Emre Institute) and others. This article utilizes a constructivist approach, Joseph Nye’s soft power theory, and elements of civilizational analysis. Based on a systematic approach, an assessment of Ankara’s humanitarian influence in the Central Asian region is given, and the priorities and challenges of implementing the cultural and humanitarian strategy are revealed.
