This article discusses that the Constitution of the Republic of Uzbekistan establishes the most fundamental constitutional rights and freedoms of citizens, ensuring that everyone has the right to freedom of thought, speech, and belief. It states that every person has the right to seek, receive, and disseminate information of their choice, with the exception of information aimed against the existing constitutional order and other limitations established by law. The freedom of opinion and expression can only be restricted by law in cases related to state secrets and other confidential matters. Despite the fact that citizens' rights to hold rallies, meetings, and demonstrations are established, the procedures for conducting these events have not been clearly defined or regulated by any normative legal document, however, the Code of Administrative Responsibility of the Republic of Uzbekistan and the Criminal Code of the Republic of Uzbekistan contain opinions on the establishment of administrative and criminal liability for violations of the procedure for organizing meetings, rallies, street fights, and demonstrations, as well as an analysis of legislation.
