This article analyzes the characteristics of utilizing operational-search activity results in the initiation of criminal cases. Particular attention is given to the grounds and reasons for initiating a criminal case, as well as the issues surrounding the decision to initiate or refuse to initiate a criminal case. Alongside an examination of national and foreign legislation, this article also analyzes the opinions of scholars on the subject.
