The article is dedicated to the conceptual foundations of improving the institution of exemption from legal liability. The significance of this institution in the legal system, its role in humanizing law enforcement practices, and achieving a balance between public interests and the protection of individual rights are considered. The principles, forms, and foundations of exemption from legal liability, including international experience, have been analyzed. Particular attention was paid to the practice of Uzbekistan in the context of ongoing reforms aimed at liberalizing legislation and strengthening the rule of law.
