This article substantiates priority areas for improving legislation on countering extremism in the transport sector. It emphasizes the need to establish statutory definitions of “extremism in the transport sector” and “unlawful interference with transport” and proposes author-defined formulations of these concepts. The article provides a rationale for classifying transport infrastructure facilities according to quantitative criteria and maintaining a unified register of such facilities; establishing performance requirements for inspection and detection equipment and introducing mandatory certification procedures; and implementing a permit-based system governing the distribution of materials within the transport environment. It is further proposed that Articles 184²–184⁴ of the Code of Administrative Responsibility be amended to recognize the commission of an offense within the transport environment as a qualifying circumstance. Based on an analysis of international legal instruments and the legislation of foreign countries, the article identifies the scope and conditions for implementing each of the proposed measures.
