The article analyzes the organizational and legal foundations for managing the activities of special reception centers intended for persons subjected to administrative arrest. Using formal legal, systemic-structural, comparative legal, analytical, and synthesis methods, the study examines the management structure comprising central, territorial, and institutional levels. It substantiates the operation of record-keeping, analysis, forecasting, planning, decision-making, implementation, coordination, control, and feedback as components of a unified management cycle. The author proposes a seven-module organizational mechanism consisting of the following elements: “official duty – legal authority – action algorithm – reliable information – functional resources – staff competence – control and feedback”.
