The article examines the functional relationship between the preparation, adoption, and implementation of management decisions, monitoring their execution, and subsequent reassessment of outcomes in special reception centers. Formal legal, systemic, comparative, modeling, analysis, and synthesis methods were employed. The legality, evidence-based justification, proportionality, feasibility, and verifiability of a management decision are substantiated as key criteria for assessing its quality. The author proposes a decision-making cycle comprising the following stages: “problem – information – alternative solution – legal and risk analysis – decision – implementation – control – reassessment,” as well as a decision passport. The study substantiates the appropriateness of using four groups of indicators to evaluate performance: legality and respect for human rights; security and institutional regime; procedural discipline; and corrective measures and organizational learning.
