The article substantiates the need to update the methodology of legal research on the state under the influence of globalization, digitalization, transnational regulation, and the increasing complexity of public authority. It is argued that globalization neither eliminates the state nor transforms it into a passive object of external influence; rather, it changes the ways in which state power is formed, distributed, and exercised. The modern state retains its constitutional sovereignty while simultaneously operating within a multilevel system that includes international organizations, regional integration associations, transnational regulatory networks, local authorities, digital platforms, and non-state actors. The article examines the potential of formal legal, comparative legal, historical-institutional, systemic-functional, network-based, empirical, and predictive methods.
