Annotatsiya

This article provides a scholarly analysis of the role and significance of cooperation among internal affairs bodies, educational institutions, inspector-psychologists, and interaction based on the “family–mahalla–school” principle in the prevention of offenses among children and minors. The current national legislation and existing practice are examined, and key challenges in cooperation among prevention actors are identified. In addition, evidence-based proposals are developed to facilitate the early identification of minors who are prone to committing offenses or are at high risk of becoming victims of offenses, organize individualized preventive work with them, digitalize the activities of prevention actors, and improve information exchange among them. The findings contribute to improving the system for preventing offenses among children and minors and to enhancing the effectiveness of cooperation between internal affairs bodies and educational institutions.
