The development of parliamentarism is one of the key directions in building a democratic state in the Republic of Uzbekistan. This article examines the evolution of the constitutional and legal status of the upper chamber of parliament through the lens of the principle of separation of powers and the system of checks and balances. The author conducts a comparative legal analysis of the provisions of the 1992 Constitution of the Republic of Uzbekistan and its new 2023 edition. The transformation of the Senate’s oversight, appointment-related, and legislative functions aimed at increasing the accountability of public officials and ensuring a balance among the branches of government is examined. Based on an analysis of the 2023 constitutional reform, the key trends toward strengthening the role of the upper chamber in the system of public administration of the modern Republic of Uzbekistan are identified.
