Digital technologies influence not only public administration but also the institutions of civil society, shaping the digital space as a new environment for horizontal communication. This enhances public participation, improves the responsiveness of feedback mechanisms, and increases the transparency of government activities. This article examines the features of the formation and development of digital social activity of the population as a new mechanism of public control in the Republic of Uzbekistan. It analyzes the impact of digitalization on the interaction between citizens, non-governmental non-profit organizations (NGOs), and state authorities. Institutional conditions, the regulatory and legal framework, and digital platforms for public participation are considered. Based on sociological data, the main forms and trends of citizens’ digital engagement are identified. The author proposes a definition of digital social activity and a conceptual model of interaction among “citizens – NGOs – the state”.
