Происходящие изменения нового Узбекистана коснулись всех направлений общественной жизни. Формирование и построение сильного гражданского общества и государства осуществляется путем создания полноценного условия для жизнедеятельности всех институтов гражданского общества, в первую очередь таких важных организаций как махалля, СМИ и политические партии. Общественный контроль, и необходимой для этого уровень гражданского участия, у большинства граждан зависят от менталитета и общественного сознания населения страны. В этой связи, в исследовании различных аспектов развития общественного контроля в Узбекистане особое место занимает изучение социальных установок и ожиданий самих граждан, их уровня знаний и понимания стратегической цели, которую перед собой ставит наше государство.
