This article analyzes the constructive aspects of social capital within the public administration system and their role in ensuring management efficiency based on the results of empirical-sociological research. The article scientifically substantiates the need to evaluate the activities of the state apparatus in the context of digitalization and modernization through the dynamics of constructive inter-organizational relations alongside traditional administrative-legal regulations. Respondents' trust in state institutions, civic engagement, public participation, and communicative relationships were systematically studied. The influence of social capital elements in the activities of young leaders, the fair distribution of responsibilities and duties in the organizational environment, the reduction of internal conflicts, and the possibilities of performing the function of a “social elevator” in the civil service are also investigated. In the course of the study, institutional gaps in the system were identified, the “bridge-building” (bridging capital) relationship model was analyzed to eliminate them, and relevant conclusions and recommendations were developed.
