This article critically explores the mechanisms and implications of Russian colonial policy during the final decade of the imperial era, with a specific focus on the land reforms initiated following the 1906 Stolypin agrarian transformation and their impact on the demographic landscape of the colonized territories, especially in Central Asia. The study investigates how these policies, though officially aimed at addressing internal peasant unrest and increasing agricultural productivity, functioned as tools of imperial expansion, demographic engineering, and social control. Through a detailed examination of archival materials, population statistics, and scholarly interpretations, the article outlines how Russian authorities facilitated the migration of Slavic settlers into non-Russian peripheries – particularly Turkestan – to consolidate political power, exploit agrarian resources, and restructure the ethnic composition of the region. The analysis also considers the socio-political consequences of such demographic interventions: dispossession of indigenous landholders, rising interethnic tensions, ecological degradation due to intensive cultivation, and administrative marginalization of native populations.
