This article provides a fundamental scientific and theoretical analysis of the legal nature, subject, and evolution of state administration in the transport sector. The study highlights the transformation of state governance from a purely supervisory role to an institution that acts as a strategic service provider and guarantees social mobility (gross contracts, targeted subsidies). A comparative analysis of governance models from European, Anglo-American, and Asian scientific schools (decentralization, managerialism, state capitalism) is presented. Furthermore, the geo-economic and public-law functions of the state regarding digital platforms, environmental safety, and international transit corridors (SCO, Rotterdam Rules) are revealed. In conclusion, the national and global significance of transitioning from imperative methods to dispositive and soft law mechanisms in transport management is substantiated.
