This article analyzes the opinions of lawyers, scholars of source studies, and historians regarding the governance of Turkestan by the Russian Empire based on the " Temporary Regulation on the Administration of the Turkestan Region." It reveals that this territory was governed under strict military control and restrictions on local traditions.
