The article examines the main theoretical approaches and constitutional rules governing the establishment and operation of local representative bodies of state power, known as Kengashes. The author provides a detailed analysis of the dual role of local government, which simultaneously implements state objectives and represents the interests of citizens. Special attention is given to the evolution of the principles of separation of powers and the decentralization of authority to the regions in the course of recent state reforms.
