The Impact of Procedural Quality and Law Application Issues on Judicial Efficiency: The Case of Uzbekistan's Administrative Court System

This article analyzes the impact of procedural quality and issues in law enforcement practices on the efficiency of the administrative court system of the Republic of Uzbekistan. The study assesses administrative courts as a crucial institutional mechanism for protecting human rights and comprehensively examines the procedural factors affecting their operational effectiveness. Specifically, the level of procedural quality was evaluated based on indicators such as the consistent application of evidence assessment criteria, stability in the practice of interpreting legal norms, adherence to the requirements of the inquisitorial model, the timeliness of court hearings, and the existence of a unified methodological approach to substantiating decisions. The research employed comparative-legal, statistical, and empirical analysis methods. Additionally, the impact of procedural quality on court efficiency was assessed based on the results of a survey conducted among judges, lawyers, and court staff. The survey results were analyzed using SPSS 27 software. The analysis revealed that while organizational mechanisms within the administrative court system are relatively well-established, the quality of court decisions and the uniformity of law enforcement practices are insufficient. In order to enhance the efficiency of administrative courts, the article puts forward scientifically-grounded proposals to strengthen the standards for motivating court decisions, establish uniform judicial practice, unify procedural approaches, and improve the quality of judicial processes.
