This study examines the need to reform Uzbekistan's food safety system and the economic rationale for expanding its export geography. It assesses the necessary conditions for achieving the country's goals of increasing food product exports to $10 billion and establishing exports to 100 new countries by 2030. The analysis covers the institutional redundancies in the activities of three regulatory bodies—the Plant Quarantine Agency (100 functions), the Committee for Veterinary and Livestock Development (115 functions), and the Committee for Sanitary-Epidemiological Welfare and Public Health (44 functions) —and their negative impact on export competitiveness. The 25 official notifications from the European Union regarding pesticide residues in Uzbek products are evaluated as empirical evidence of non-compliance with international phytosanitary requirements. The creation of a single Food Safety Committee based on the "from farm to fork" principle, a transition from mandatory certification to risk-based control, and the introduction of an agrilogistics center system from 2029 are identified as strategic reform measures.
