This article examines the ethical issues arising from the implementation of artificial intelligence (AI) technologies in public services, with a particular focus on transparency, fairness, and the prevention of discrimination. The research methodology includes comparative legal analysis, network analysis, and case study methods. The article analyzes the experiences of the European Union, the United States, China, and Singapore and develops recommendations for advancing digital public governance in Uzbekistan. The research findings indicate that without transparency in AI algorithms, the risk of social discrimination increases significantly. The article provides an analysis of these issues.
