This article is devoted to a comprehensive analysis of the state-building process in Afghanistan between 2001 and 2021, examining the formation of democratic institutions, the dynamics of development, and the causes of the final crisis. The article reveals the institutional foundations of state-building through the example of the adoption of the 2004 Constitution and the introduction of the electoral system. At the same time, the political reforms carried out under Hamid Karzai and Ashraf Ghani, the modernization of public administration, and the effectiveness of international assistance mechanisms are critically analyzed.
