This article analyzes the transformation of the public administration system under the influence of digital technologies and the institutional and legal foundations of the digital state concept. It examines the transition from e-government to a digital state, the digitalization of public services, data-driven governance, and the application of artificial intelligence. Furthermore, the article analyzes international experience and the legal framework for the development of the digital state in Uzbekistan, substantiating the need to legally formalize the concept of a "digital state" in legislation.
