This paper presents a systematic political-institutional analysis of the youth policy priorities established in Presidential Decree No. PF-22 of the Republic of Uzbekistan, dated 16 February 2026. The study examines measures aimed at reforming the vocational education and training (VET) system, restructuring the labour market architecture, and promoting youth entrepreneurship and social engagement. Particular attention is given to the “Professions Townlets” (Kasblar shaharchalari) concept, qualification assessment centres, the “Professional Development Platform,” and job creation mechanisms through the mahalla community system. A comparative analysis with international experience (Germany, Switzerland, the United Kingdom, and Australia) is conducted, and key institutional considerations for successful implementation are identified.
