The article provides a thorough analysis of the legal and organizational mechanisms for transforming the activities of natural monopoly entities through the introduction of competition. It substantiates the underdevelopment of competition under the state monopoly inherited from the Soviet period and emphasizes the necessity of establishing market relations in these sectors. Using a comparative legal approach, the study examines the experience of developed countries, particularly the United Kingdom and the European Union, in the areas of privatization and market liberalization. The article highlights the current state of transformation in natural monopoly sectors in Uzbekistan, including the privatization of state-owned enterprises, public–private partnership mechanisms, and specific features of the regulatory framework. Based on this analysis, the author proposes the introduction of a special legal regime for the privatization of natural monopoly entities, as well as the strengthening of social responsibility requirements.
