The article provides a comprehensive legal analysis of the formation and evolution of natural monopoly legislation in Uzbekistan, highlighting its historical development, regulatory foundations, and the recent legislative shift following the repeal of the 1999 Law On Natural Monopolies. Particular attention is given to the emergence of natural monopoly regulation during the early years of independence, the institutional framework for price regulation, and the integration of natural monopoly norms into the broader system of competition law. The study conducts a comparative analysis of foreign jurisdictions, including Russia, the United States, the United Kingdom, European Union member states, and CIS countries. It assesses the role of the state, the balance between public and private interests, consumer protection mechanisms, and the rationale for maintaining specialized natural monopoly legislation. Based on these findings, the author proposes scientifically grounded recommendations for improving Uzbekistan’s regulatory framework in this sphere.
