This article provides a scientific analysis of the regional security system that took shape in Central Asia between 1990 and 2025, examining its historical foundations, geopolitical factors, and processes of institutional development. The collapse of the Soviet Union, border uncertainty, political instability in Afghanistan, the rise of religious extremist movements, and transnational threats are identified as the main factors influencing the formation of the regional security architecture. The study highlights the national security policies of Central Asian states, their mechanisms of mutual cooperation, and the processes of “regional diplomacy” that have developed since 2016. The article analyzes the evolution of multilateral security institutions such as the Shanghai Cooperation Organisation (SCO), the Commonwealth of Independent States (CIS), and the Collective Security Treaty Organization (CSTO), as well as measures to combat terrorism, strengthen border control, and ensure military-technical and information security implemented through these organizations. Global threats emerging after 2020 are also examined in terms of their impact on the regional security system, including changes in Afghanistan’s political system, increased cybersecurity risks, competition for water and energy resources, and geopolitical rivalry over international transport corridors. As a result, the study demonstrates that multilateral cooperation based on a model of regional responsibility, confidence-building mechanisms, and initiatives promoted by Uzbekistan represents an important strategic factor for stability in Central Asia.
