Educational policy plays a crucial role in the formation, development, and revision of a country's education system. This paper addresses the main steps of developing an educational policy system — from the identification of an issue to its evaluation. All stages are explored with regard to structure, function, and real implementation. In addition, the study takes into account the ways these steps can be integrated into vocational training and information security training in order to improve policy efficiency and the education level.
