The article examines the role of information communications in shaping the dialogue between society and the state in the context of digital transformation in the Republic of Uzbekistan. It analyzes the development of e-government systems, media infrastructure, and feedback mechanisms during 2017-2023. The empirical basis includes legislation, statistical data on e-government development, content analysis of government portals, and secondary analysis of sociological research. The study demonstrates that implementation of electronic interaction systems (G2C, G2B, G2G), development of the Unified Portal of Interactive Public Services, and open data platforms transform the "state-society" communication model toward greater openness, transparency, and citizen participation. Structural constraints are identified: digital divide between capital and regions, insufficient media literacy, institutional weaknesses of civil society segments. The article concludes that effectiveness of "society-state" dialogue depends on synchronous development of legal frameworks, ICT infrastructure, and political communication culture.
