The article examines the constitutional and legal foundations of scientific and expert support for parliamentary activity in the Republic of Uzbekistan in the context of the new edition of the Constitution adopted in 2023. The author conducts a systematic analysis of constitutional norms, formulating the legal and organizational prerequisites for institutionalizing the participation of the scientific and expert community in the legislative process. Special attention is given to provisions such as popular sovereignty, the principle of transparency, pluralism of opinions, citizens’ legislative initiative, and the role of non-governmental non-profit organizations. The article presents proposals for amending certain articles of the Constitution aimed at strengthening the scientific basis of legislation. The author’s conclusions and recommendations contribute to the further development of parliamentarism and democratic institutions in Uzbekistan.
