This article presents the scientific, theoretical and methodological foundationsfor improving the technology of assessing students’ learning outcomes in primary education basedon Bloom’s taxonomy. The study analyzes the necessity of organizing assessment within acompetency-based educational framework, the cognitive levels of Bloom’s taxonomy and theirintegration into assessment technology. Particular attention is paid to the relationship betweenformative and summative assessment, the development of assessment criteria and indicators, thedesign of tasks according to cognitive levels, and the improvement of teachers’ assessmentcompetence.
