This article analyzes the issues of legal regulation of gambling based on risk and bookmaking. Various approaches to understanding gambling and bookmaking and their functioning in the Internet space are considered as well. Particular attention is paid to studying the experience of developed countries in this area. Civil and criminal legislation of various states aimed at combating the illegal organization of gambling is analyzed. The need to develop legal mechanisms to regulate activities related to risk games and bookmaking is substantiated.
