This article highlights the process and historical stages of establishing the institutional and organizational-legal foundations of tourism in Surkhandarya region following Uzbekistan's independence. Based on archival documents and sources, the research analyzes the creation of the "Uzbektourism" National Company in 1992 and the establishment of the regional tourism management structure in Surkhandarya. Specifically, the article explores the activities of the "Termez Tourist" and " Denau Bureau of Travel and Excursions", which served as crucial operational units in developing the sector during this period, detailing their infrastructure, material base, and practical efforts to organize early tourist routes. Furthermore, the characteristics and historical experience of building the organizational and legal framework for regional tourism between 1992 and 2000 are scientifically evaluated.
