Assessing the effectiveness of developing students' core competencies under educational cluster conditions: results of the experimental work

This study assesses the effectiveness of a methodology and pedagogical model developed to build future engineers' core competencies under educational cluster conditions. The research addresses a practical gap in Uzbekistan's technical higher education, where no unified procedure for evaluating core-competence development had previously been established so conclusions about teaching quality relied largely on subjective observation. Consequently, the authors designed a three-stage pilot study, comprising ascertaining (2022), formative (2023) and final (2024) phases, and implemented it at three technical universities: the Karshi Institute of Irrigation and Agrotechnology of the «TIIAME» National Research University, Tashkent State Technical University named after Islam Karimov, and the Bukhara Institute of Natural Resources Management of «TIIAME» National Research University. The study involved 416 undergraduates majoring in Agricultural Mechanization, of whom 201 formed a control group and 215 an experimental group. In the experimental group, the authors implemented an educational-cluster model that combined the «Integration of Science and Technology» and «Innovative Project» methods, mobile-project assignments, and the «6-3-5» brainwriting technique, whereas the control group continued under conventional instruction. The motivational-content, technological-procedural and diagnostic-outcome components of core competences were measured across three developmental levels - reproductive, variative and creative - using pedagogical observation, questionnaires, diagnostic testing and a formative pedagogical experiment. The resulting data were processed with the chi-squared test and the t-test statistic to establish, respectively, the significance of distributional differences between the groups and the reliability of differences in mean scores. At the ascertaining stage the two groups showed no significant baseline differences, confirming their comparability; by the final stage the experimental group demonstrated a marked increase in the share of students who reached the creative level, together with a corresponding decline in the reproductive level, while the control group changed only modestly. The final chi-squared value (13.17) exceeded the critical value (9.21), confirming that the observed differences were statistically significant at p = 0.01. Moreover, the t-test statistic confirmed that core-competence development in the experimental group exceeded that in the control group by 7.0 percentage points (12.5% versus 5.5%). These findings demonstrate that the developed methodology and model produce a measurable, statistically reliable improvement in students' core competencies and merit wider application across other technical specializations.
