International Legal Responsibility of Host States for Major Sporting Events: Challenges and Prospects

This article examines the international legal foundations of state responsibility in hosting major international sporting events. It explores theoretical and doctrinal approaches to state responsibility in the context of sport, analyzes universal and regional international legal instruments, as well as the practice of the Court of Arbitration for Sport (CAS). Particular attention is given to the current state of Uzbekistan’s national legislation in the field of sports governance and its alignment with international standards. Through comparative analysis of other jurisdictions, including Russia, Qatar, China, Germany, and the United Kingdom, the article identifies key risks and challenges for host states, such as human rights protection, security, environmental sustainability, and investment-related issues. The study further provides recommendations for improving Uzbekistan’s legal framework, emphasizing the strengthening of legal mechanisms for the protection of athletes’ rights and sustainable event management. A forecast of Uzbekistan’s legislative development in this area until 2030 is also presented, taking into account global trends of sports internationalization and the consolidation of transnational standards.
