This article examines the institutional changes implemented in the system of local state authority on the basis of the newly revised Constitution of the Republic of Uzbekistan, in particular the separation of the positions of chairpersons of local Kengashes of People’s Deputies and khokims, as well as the organizational and legal issues of distributing powers between representative and executive authorities. In addition, the article classifies the powers of local Kengashes and khokims on the basis of functional and legal criteria, provides a systematic analysis of the distribution of powers between them, and develops scientific proposals aimed at eliminating the identified organizational and legal problems.
